1Overall Description
Very upbeat video game style music with a lot of funk and jazz elements thrown in...a great example of how energy and tonal variety can make even the simplest of instrumental arrangements sound spicy and fresh.
Much of the song would rate 4, but the part between 2:00-2:55 has this odd tense feel like it's in the middle of a transition but never resolves, and since this is 1/3 of the song the overall rating falls to 3.

2Creativity Description
No major gripes here, combines funk elements (namely the rhythmic bassline), j-pop elements (the happy bell melodies at 0:42), a genuine upbeat 90's techno feel (the melody starting at 1:21), and a jazz feel (enough so you never quite know what's coming up next). The only part that seems to lack is again 2:00-2:55 where the acid-like background synth and high-bass instrument just seem to grind almost like an attempt at metal music on a Sega Genesis (which is virtually impossible to make sound thick and consonant given those instruments/overtone).

3Artistic License Description
On one hand the one-moodedness for most of the song makes it a have a bit of that "typical video game music" feel, on the other hand the way all those jazzy variations manage to mix themselves into a common theme without sounding random gives the song its own sense of "artistic signature"

4Arrangement Description
Again...the bells, very full and rich although "grungy-sounding" bass, and little saw/squarish wave bleeps throughout give this song a quite amusing nostalgic yet fresh video game music sound...and the "Genesis metal music" part between 2:00-2:55 just can't match the feeling of freedom and spunk of the rest of the song.

5Sound QualityDescription
It is not exactly fair to judge sound quality of a song limited to Sega Genesis samples...but I will say a major of the samples (outside 2:00-2:55) are commendably smooth considering that limitation.

6Does it work as a piece of music Description
For the most part yes...this track cleverly uses poly-rhythms and melodic variation that manages to stick closely enough to a theme to avoid being too jazzy to be hum-able or memorable, may be a bit off the wall for those who can't stand bit-pop-type music but is still something for most composers to admire as very melodically smart.
