1Overall Description
I listened to this track and was taken to a sentimental little place, without being too overburdened with emotions, and left it as peacefully as I arrived. "To Whom I .. Concern" has a nice background of strings and pleasing bell lead. I feel this song could immediately benefit from use of panning, a richer orchestra (woodwinds, wind, more stuff), and stronger bass. I was stuck rating it between 3 and 4, as it is a 4 if just a few improvements were made.
 
2Creativity Description
It is pretty creative, and given the orchestral background, could be more creative too. I was stuck between rating a 3 and 4. Given this is partly in the "classical" genre, I was expecting a little more in terms of the lead instruments exploring the various scales in the chords/keys used throughout the song.
 
3Artistic License Description
I felt the piano in the beginning was too emotional for the other instruments, and the artist should stick with the bell instead.
 
4Arrangement Description
The song format appears to be in stereo but I think it could benefit from actual panning. The only qualms I have with the arrangement are in the 2 places where the song goes quiet for a moment, which is a good effect but takes away from the continuity of the song.
 
5Sound Quality Description
The samples are pretty good, if just a tiny bit loud, lacking a little in "production quality", but given that this is probably a MIDI tune or sequenced track, that's not a big issue for me.

Yes, this does work as a piece of music.
